1. | WHAT DO I NEED TO GET STARTED? |
| Review and sign the Payroll Services Agreement. Also,
complete the Recruiter Information Form included in this package. Fax, email,
or mail both forms to our office for processing. Call our office to discuss
some administrative and procedural details regarding timesheets and invoice terms.

2. | HOW DO I REPRESENT THE ROLE OF TFI TO THE WORKER AND TO THE CLIENT COMPANY? |
| For the worker, let them know that you outsource payroll
administration to TFI so that you can focus on marketing, screening, interviewing,
and other “front office” tasks. For the client company, let them know that you use
TFI for your “back office” as TFI is available to employ workers in all states,
process payroll, and administer benefits. TFI has a brochure available for the
worker or the client company that describes our services without referring to payroll funding. | |
3. | WHAT IDENTITY DO I MAINTAIN DURING THIS PROCESS? |
| Your company name and ours will appear on all timesheets, paychecks, and
invoices. TFI will not require a written contract with your client company. If required by your
client company, it may be necessary for TFI to sign a contract in order to be approved as a
vendor and to receive invoice payments. Typically, TFI is listed as your “payroll service” and
payments are made accordingly. | |
4. | WHAT ARE MY RESPONSIBILITIES AFTER THE PLACEMENT IS MADE? |
| For the most part, we are responsible for everything after
the placement is made. We will collect the timesheet, process payroll, invoice the
client company and monitor collections. If payment is not received on a timely basis, we
may ask you to assist by contacting the client company. You will receive three reports
weekly to keep you informed of the activity on your account. You should check in with the
workers on an occasional basis to monitor work performance and client company satisfaction. | |
5. | WHO IS THE EMPLOYER OF RECORD FOR THE WORKER? |
| Usually TFI Resources is the employer of record, i.e., the legal
employer of the workers. However, TFI Resources is generally limited to office/clerical
and office/professional employees. If you would prefer to be the employer of record,
similar payroll funding and payroll processing services are available through our affiliated company, TFI Services.

6. | WHAT WORKERS’ COMPENSATION CLASSIFICATIONS WILL TFI ACCEPT? |
| TFI has workers’ compensation insurance to cover workers in the 8810
class code – office/clerical and office/professional. This classification covers practically
any type of work performed in an office setting, e.g., office support staff, secretaries,
engineers, finance and accounting professionals, computer programmers and other
professionals. For recruiters/staffing companies desiring to place workers in other
class codes, TFI Services may be a better option. | |
7. | WHAT BENEFITS ARE AVAILABLE TO THE WORKERS? |
| TFI offers a range of benefits and services to the
workers. Generally, the cost of benefits is paid by the worker. Available
benefits include short and long term health insurance, dental discounts,
and vision discounts. Life and other types of insurance are also
available. Credit union membership is offered in some states. Because benefits
vary from state to state, it is best to contact our office for more specific information. | |
8. | WHAT IF I AM ALREADY SET UP AS AN EMPLOYER BUT STILL NEED PAYROLL FUNDING AND PAYROLL PROCESSING SERVICES? |
| TFI Services is an affiliated company that provides the
same payroll funding and payroll processing services as TFI Resources but does
not serve as the employer of record. For situations where you prefer to be the
legal employer or for situations involving workers’ comp class codes that TFI Resources
cannot accept, TFI Services can be a viable alternative. | |
9. | WHAT ABOUT OUT-OF-STATE PLACEMENTS? |
| TFI can employ workers in every state and in all Canadian
provinces except Quebec. As an employer in these locations, it means that we are
registered and licensed to do business, withhold and deposit appropriate state and
local payroll taxes, insure workers against jobsite injuries, respond to unemployment
claims, and perform other employment related responsibilities. TFI also becomes
responsible for filing annual state corporate tax returns and maintaining compliance
with the varying state requirements regarding overtime pay, meal and rest breaks, and
all other applicable employment legislation. | |
10. | HOW DO THE WORKERS GET PAID? |
| Several payment options are available. Usually, workers are paid by
direct deposit which is provided without charge. Sometimes, workers prefer to have paychecks
mailed to their home address or mailed elsewhere. We will provide one package per week sent
by courier to your office that will include paychecks if requested. For those workers who
do not have a conventional bank account, we can establish a special ATM account that can
accept direct deposit of their paycheck. They are able to access the money via a debit
card provided by the Bank of America.

11. | WHEN DO I GET PAID? |
| Invoice payments are made directly to TFI Resources, usually
within thirty days of receipt by the client company. On a weekly basis, all profit
related to invoices for which payment is received is remitted to you either by mail
or directly deposited into your account.

12. | HOW DOES TFI MONITOR CLIENT COMPANY CREDIT? |
| TFI has several resources available to check client company
credit such as Dun & Bradstreet and TRW Experian. All companies are reviewed for annual
revenue estimates, number of employees, years in business, and credit rating to
determine credit worthiness and recommended credit limits.

13. | WHAT COLLECTION ASSISTANCE IS PROVIDED? |
| TFI provides recruiters with professional and courteous
collection assistance for outstanding invoices. If communication with the client
company is required, maintaining the recruiter/client relationship is a priority. If
additional collection efforts are required, we will consult with you regarding the best
course of action. You will receive a weekly report regarding the status of unpaid
invoices and the collection efforts we have made. | |
14. | WHAT IF A CLIENT COMPANY DOES NOT PAY AN INVOICE? |
| Unless otherwise agreed to in writing, you are responsible for
any non-payment by a client company. TFI can help you determine the credit worthiness
of any prospective client company. Payment terms of invoices can be modified to
reduce risk. With prior approval, the risk of non-payment may be assumed by TFI. | |
15. | WHAT DOES TFI DO TO EARN ITS FEE? |
| We provide payroll funding, payroll processing, and invoicing
services. We take certain risks and responsibilities involved with becoming the legal
employer of the workers. We are responsible for federal, state, and local payroll
taxes. We provide and administer workers’ compensation and other insurance. We
are responsible for unemployment claims and other workplace issues. We offer
a variety of services to the workers and administer a comprehensive benefits program.

16. | HOW DO I MONITOR THE ACITIVITY ON MY ACCOUNT? |
| TFI will provide three reports on a weekly basis. You can
choose to receive your reports either by fax or email. You will receive a Weekly
Activity Report summarizing all hours worked by your temporary or contract workers
for the previous week. You will receive a Weekly Aging Report detailing all unpaid
invoices including the age of each outstanding invoice and a Weekly Profit Report
summarizing all payments received on your account. Quarterly and annual history reports
are provided throughout the year, and customized reports are available upon request.

17. | HOW LONG AM I COMMITTED TO TFI RESOURCES? |
| Our program is designed to offer you maximum flexibility
to operate your business. We are a resource to be used if, as, and when needed. We
do not require any minimum amount of business and do not require that we be used
exclusively as your sole provider of payroll services. If you decide to handle your
temporary or contract business in another manner, we will do our best to assure a smooth and timely transition. | |
18. | IN SUMMARY, WHAT IS THE BEST REASON TO USE TFI RESOURCES? |
| TFI offers an easy and practical way for you to increase
your fee income and to provide a more complete service to your client companies. In
